Linda Donavan Harper

Strategic thinker, enthusiastic, hits the ground running, calm under fire, fair…and playful.

Since 1997, Ms. Harper has served as the Principal for LHarper & Associates, a consulting firm directly involved with community engagement and organizational development. She assists corporations and non-profit organizations to create effective programs, evaluate current programs and think in new ways about future goals and activities. As a nationally-recognized meeting facilitator, strategic planner and consultant in the field of organizational development, she has worked with over 200 communities, state agencies, corporations and non-profits in 30 states and three countries.

Using organizational development skills and a holistic approach combined with practical experience from her 30+ years of working for and with communities, corporations and non-profit organizations that range from international entities to local volunteer boards and municipal governments, she creates flexible models for sharing information and insight while building organizational consensus and capacity. In addition, Ms. Harper provides corporations, non-profit organizations and government agencies assistance in the areas of conflict resolution, visioning, fundraising and strategic planning, as well as board retreats and meeting development. Special areas of expertise include community engagement, cultural tourism, downtown revitalization, and international cultural diplomacy.

Most recently, (2007-13) she served as the Executive Director and CEO of Cultural Tourism DC, a non-profit organization representing the more than 250 cultural entities in our nation’s capital. With a staff of 15, the membership organization developed and maintained the city’s cultural calendar, contracted with DDOT to provide 17 Heritage Trails across the city, created and implemented two major festivals – Passport DC, a month-long event which featured more than 75 embassies with an attendance of over 200,000 and Art4AllDC, a September showcase of the arts and cultural community – and worked closely with key tourism entities and the District government to establish best practices and policies affecting CTDC’s members. As the face of the organization, she excelled in working at all levels from the Mayor and Ambassadors to her peers in the cultural and business world to program volunteers.

As Chair of the Board/Executive Director for Historic Congressional Cemetery (2000-07), Ms Harper led the organization through a strategic planning process, increased the budget from less than $50,000 to over $500,000, placed over $850,000 into the Endowment Fund, increased donors and supporters and volunteers, developed strong partnerships with key players including the Navy, and worked with Congress to receive approximately $4.2M for cemetery maintenance and road improvements.

Ms Harper currently serves on the Board of Directors for the DC Arts and Humanities Education Collaborative (VP and Chair of Research committee for new ED in 2014; President of Board -2015-2017), the International Student House DC (member of Executive Committee and Chair of Gala -2014), Vision-DC (Board member and advisor to President -2015), and Covenant House, Washington DC (Executive Committee/Secretary 2014-16).

She holds a Bachelor of Science in Humanities from Missouri Valley College, Marshall, MO and did graduate work in Art History at the Universities of Kansas (Lawrence) and Missouri (Columbia).

Stan Hartling

Board Member

As CEO and lead partner, Stan Hartling (B.Comm, CA) plays a vital role in all aspects of The Hartling Group’s development projects – from initial design, feasibility studies, financing, and promotion, to grand openings and the ongoing operations of each project. Stan also owns and operates Oceanside Realty, a licensed real estate brokerage firm in the Turks & Caicos Islands.

Mr. Hartling prides himself on building strong relationships with his partners, individual investors and his staff, as demonstrated during 16 years as a successful property developer. To ensure continued success, he has recruited a senior management team who bring a wealth of international experience in luxury hotel operation, property development, and property management. The Hartling Group employs nearly 400 staff throughout its resorts and other operations.

In 2009, Mr. Hartling was the recipient “Developer of the Year” Award presented by the prestigious Caribbean World Home and Living Magazine.

The Sands at Grace Bay, The Shore Club Turks & Caicos, and The Palms Turks & Caicos are Mr. Hartling ‘s three current world-class projects, developed under the Hartling Group. The resorts are situated on the island of Providenciales, in the Turks & Caicos Islands, and each offers a unique, luxury resort experience.

Tom Mothorpe

Board Director

I was born and raised on Long Island, New York. I graduated from the United States Military Academy at West Point in 1978 with a degree in Civil Engineering. After graduation, I served in the U.S. Army as a Logistics Officer in Virginia and Colorado and obtained the rank of Captain. While in the military, I attended the College of William & Mary and studied accounting. I began my accounting career with Price Waterhouse, Denver in 1984, and am a current licensed CPA in the State of Colorado, since 1985. Since employment at Price Waterhouse, I have taken on positions within various companies with increasing leadership roles and responsibilities. I am currently the CFO for a Berkshire Hathaway Company, Sterling Crane, a large U.S. crane company headquartered in Denver, for the past 13 years.

I am a new owner of The Sands, November 2016. I have, however, visited Providenciales on numerous occasions, dating as far back as 2001, and staying at The Sands several times. I have also stayed at resorts that are in direct competition to The Sands and in addition to those visits and much research, I chose The Sands for my purchase.

I am married; my wife is Yvonne, a CPA as well. I have four daughters, all graduates; University of Hawaii, North Texas, Colorado and Colorado State. I currently reside in Highlands Ranch, CO; for the past 27 years.

Although I have not served on a Board of Directors per se, I was an active participant in all decision making with the Hermitage HOA, a 143 unit development, for which my wife served as the HOA President for the past several years, and we own property.

I consider myself an open-minded individual; I try to look beyond the horizon and explore all options. I take an analytical approach while still being able to step back and see the big picture.

I have owned numerous properties throughout my lifetime, and have always been committed to adequately maintaining and improving the property in order to increase market value while consciously focused on costs. As I approach retirement, I plan on visiting The Sands no less than three times per year. I believe my well-rounded background and wide-range of experience would benefit the community in the coming years.

Dolores Rogers

Board Member

Dolores has been involved in Management and Human Resources in the Food Distribution and Retail Goods Distribution for over 35 years. Along with her husband Norman, they founded the first company of the Nordol Group of companies 20 years ago. She continues to be involved with the management of these companies to this day. In addition, she is currently the President of her family’s Insurance Business Menco Insurance. She and her husband own 3 units at The Sands and continue to invest in other projects and opportunities in the Turks and Caicos Islands. They usually spend at least 3 months over the winter months in Providenciales, and intend to spend more time there in the future which allows owners easy communication.
